I know that you can have predefined prefixes and suffixes for forum titles in some forum software (vBulletin) but i don't know about IP Board. It would an interesting idea if it is possible.
personally i like to keep my topics titles clean and include encode info in the post, but when you have multiple threads for the same series i can see how it could be useful

Sure. Since the official animesenshi-downloads in the completed section are no reencodes you don't have to put that information into the topic. I know what I've got to expect: the original encodes of the fansubgroups=best source available.
What I mentioned was just for the useruploads that are usually reencodes since there are sometimes more than one to the same anime in different threads (which should be no longer a problem, since now after renaming they should be listed together, at least if they wrote the name right). By the way, what happened to the dual-audio-section? Sometimes there was a chance to get un-reencoded stuff, too, I think (actually I don't care about english audio but about best image available).

Well my suggestion on how to organise it would be this
Maybe add tags to each anime, you know fantasy, action, vampire, demon,school,etc
and have it so that it limits the list of anime to those that have the tag/tags you have selected

With the current system they have here now, I don't see how they could add tags without a major overhaul.
That in itself would be labor and time consuming not to mention that it would be an ongoing process.
Considering they do this free, I think what they have here now is good enough.
If I need to look up something or looking for something new, I'll just use another site and then come here and look for the downloads.

Since even the normal search function is buggy I doubt that tag handling would really work.
